Why Can a Cup of Flour Weigh More Than 120 Grams?
Flour contains many small particles with air between them. Scooping the cup directly through the flour compresses those particles and fits more flour into the same volume.
Humidity, flour type and storage can also affect the result. This is why published cup weights can differ between recipes and brands.
